MINUTES FROM THE APRIL 11, 2005 MEETING OF BOROUGH COUNCIL

The seventh regular meeting of the Hamburg Borough Council for 2005 was held this evening at the Hamburg Municipal Center with President Adam Dries presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

A motion was made by Dale Schlenker and seconded by Tina Yoder to approve the amended agenda adding two recommendations from the Finance Committee; one being regarding the purchase of a dump truck and two, consolidation proposal from M & T bank.

KRAMER’S TOWING – TOWING IN THE BOROUGH

Tina Kramer of Kramer’s towing was present to discuss some problems regarding towing in the borough. Why Kramer’s is not being called? Discussion ensued and Mrs. Kramer was referred to the Safety Committee on April 19, 2005 at 3:30 p.m. for further discussion and resolution.

Robert Youse from North 3rd Street was present to lodge a complaint about vehicles parking on North 3rd Street without a license plate. This issue was also referred to Safety Committee on April 19, 2005 at 3:30 p.m. for further discussion and resolution.

Danny Williams was present to voice his concern about a neighboring property on N. 3rd Street, whereby the front porch of this property is unkept. The Borough Manager will again check with the Code Enforcement Officer.

Lori Guldin stated that during the Heritage Festival, 3rd Street would not be closed.

Ms. Guldin also questioned if there was an ordinance on the books that prohibits her from being both the Mayor and a Notary Public. Manager Albright stated that there is nothing on the borough level that would prohibit her from holding both positions.

A motion was made by Jeanette Heckman and seconded by Tina Yoder to approve the minutes of the March 28, 2005 meeting.

BOROUGH MANAGERS REPORT
MARCH, 2005

The Borough Manager’s activities for the month of MARCH, 2005 included the following:

Held Staff meetings to discuss various issues.

Addressed complaints and other correspondence as needed.

Met various times during the month with John Leonforte, Code Enforcement Officer, for updates on projects he is working on, primarily North Crescent Avenue and North 6th Street.

Attended meetings of Our Town Foundation to respond to and answer questions on outstanding issues regarding various projects being worked on and planned in the Borough, primarily in the business district.

John Leonforte, Code Enf. Officer and I met with a representative from United States Department of Agriculture to discuss the possibility of offering low-interest loans/grants to applicable homeowners who would like to replace their curb and sidewalks or make façade improvements to their properties.

Martha Bertolet and I met with Randy Pyle, Sovereign Bank representative to discuss the Borough’s banking needs and to provide us with information on the services their bank could offer the Borough.

Attended a meeting with representatives of Council, Planning Commission, Berks County Planning, PennDOT and Rep. Argall to discuss the traffic situation at South 4th and 61 and the Borough’s desire to see that area redesigned.

Deena Kershner, OTF Manager and I met with Ken Pick of the Berks County Redevelopment Office and Mike Morin from the Department of Community and Economic Development to discuss and do an on-site visit to different areas being considered for a residential revitalization program.

June Hilbert, Recreation Director and I interviewed one additional applicant for lifeguard work at the pool this summer. Recommendation made to Personnel Committee to hire this individual.

Kim Berger, Office Manager and I met with a representative of an office supply company to discuss borough’s needs for various office supplies.

Tammy Wilkinson and I attended a clinic at the Rockland Professional Center on a self-evaluation program related to police, fire company, ambulance and emergency management services in the Borough.

In addition to the two regular council meetings, Recreation Board and Hamburg Municipal Authority attended Property committee, Safety Committee, Finance, Personnel and Road Committees.

PUBLIC WORKS SUPERINTENDENT’S REPORT

MARCH 2005

Throughout the month continued to assist with the installation of remote meters.

The crew serviced the equipment and readied the mowers for the grass-cutting season.

We had some more snow and the crew plowed and salted the roadways, hauled snow from intersections and parking lots.

The crew removed the deteriorated sliding board from the park.

In anticipation of the street sweeping schedule starting April 1, 2005, the crew delivered the courteous reminders to residents along the route.

The crew obtained some cinders from the Hamburg Center and these were hauled to the garage.

Routine maintenance and oil changes of the police cars took place.

The street sweeper has started its spring cleaning of the borough. We take the sweeper around to many of the streets to clean up the winter debris.

Installation of the 6" drain pipe along Port Clinton Avenue was completed.

Assisted the wastewater treatment plant personnel with the dry press roller.

The crew continues to cold patch until the weather is fit for hot patching.

Attended staff meetings and Road Committee as requested.

Water/Wastewater Superintendent’s Report March 2005

Water

All water from the month was from the surface source.

Meter changes for the season have been completed with 63 meters changed.

We continue to work on the reservoir meter replacement project and expect to order parts within the next few days.

We also continue to have filter shutdown after backwash. We have consulted with the manufacturer, the engineer, and DEP with no solutions.

Wastewater

Settling continues to be a problem. It is being controlled with the addition of polymers but the situation is quite touchy and we have had some "spills".

Another bearing has failed on the belt filter press. Parts are in stock and repairs are proceeding.

The TV and grout contract has been completed, although we have kept it open for a time while we look for additional leaks. The repairs made stopped in excess of 100 gpm of ground water from entering the system. Home and connection inspections are scheduled to start the first week in April.

Heavy rain on the 28th required a bypass at the Pine Street Pumping Station as well as overflows at both Edenburg and Ridge Lawn. PaDEP was notified and the proper paperwork filed.

OFFICE MANAGER’S REPORT
MARCH 2005

Researched information for the engineer regarding utility usage.

Researched information regarding the municipal center.

Held a meeting with Lowell Thomas, EMA Coordinator, and the coordinator from Tilden Township as well as a representative from Windsor Township regarding coordinating efforts for Emergency Management. Future discussions will be held after coordinators have time to review issues.

Performed a tabletop exercise with the school officials present. More of these exercises will be scheduled in the future.

Updates were performed on the web page and on the Municipal Access Channel.

Due to the accounting clerks extended absence due to an injury, performed all accounting tasks.

Attended the Community Day meeting, notes were taken and after the meeting, mailed all the vendor letters/contracts and mailed all sponsor letters.

Season ticket applications are ready for mailing.

Attended EMA training and received a plaque for Certification from the County and State.

Updated the park and pool regulations to mail out with the season ticket applications. Also produced schedules for the park and pool after information received from the Recreation Director. These will also be mailed with the season ticket applications.

Ordinance updates have been received. Updated the office copies and a memo was compiled for the remaining copies. These are ready for the April 11, 2005 meeting.

Grease trap letters and labels were completed. Mailed March 31, 2005.

Various letters were completed, including junk cars and other correspondence.

The inspection letters for the Hamburg Municipal Authority were mailed (over 200). Appointments have been made for about ˝ of the property owners.

Attended two council meetings, EMA officials meeting, Community Day meeting, pension meeting and staff meetings as necessary. Minutes were prepared for all the meetings.

Building, Zoning and Codes Report

March 2005

Four building permits and four zoning permits were issued in March.

Two fires in the boro resulted in moderate damage to the Fairmount foundry and theWrights vacant building .

Repairs at the foundry are complete and efforts continue to force a sale of the Wrights property.

A meeting with Penn Dot and interested parties resulted in an agreement to have a study done of the intersection at south 4th Street, with some developers offering funds and study information. Allen Piper, with the county, will be in contact shortly with a plan of action.

Major projects ongoing or proposed are as follows:

The Hamburg Commons project has been approved and is moving forward.

Inspections and reviews continue at Cedar Shopping Center for the renovation of the former Ames site into a Redners store and fit out for a liquor store and credit union inside the Redners store.

Inspections and reviews continue American hotel regarding the second phase of construction. The restaurant area on 4th St is expected to be open by June.

Inspections were completed for residential and light commercial, previously permitted, work in the borough.

Property Maintenance complaints of rubbish, and Occupancy inspections continue to be addressed

I helped the public works department with respect to stormwater and curbing and paving projects. Bid documents have been prepared for the N 6th Street paving project and for the stormwater plan for Windsor St at Peach Alley and for

N. 4th and for the stormwater plan Poplar to N Crescent Street.

We met with USDA with respect to helping property owners secure loans and grants for needed curb/ sidewalk and building improvements. I hope to develop a plan to bring property owners and the USDA together as needed.

American Inspection Agency has been approved as the Borough's 2nd inspection agency of record.

PERSONNEL COMMITTEE REPORT
4/5/05– 4:00 P.M.

PRESENT: TAMMY WILKINSON, CHUCK FIGARD AND LYNDA ALBRIGHT

The following items were discussed:

Additional lifeguard – the committee recommends Kaitlin Becker be hired as a lifeguard. She is qualified for the job with Red Cross certification as lifeguard, also trained in Adult-CPR, infant and child CPR and possesses a first aid card.

Employee performance evaluation – the committee discussed the pros and cons of employee evaluations and the awards for different levels of performance. No recommendations will be made until we know what the impact will be on the budget.

The meeting ended at 5:30 p.m.

Finance Committee
March 28, 2005

Attending: Tammy Wilkinson, Tina Yoder, Dale Schlenker, Chuck Figard, Lynda Albright, Jeanette Heckman, Martha Bertolet, Rick Boyd, John Speicher and K. Delong

Finance committee will ask council to consider action at the next meeting to give the North Penn Goodwill Service a contribution of $100.00 for the kindness they showed the fire fighters in providing food and drinks at the Wrights Building fire. Also a letter of thanks to First United Church of Christ for sharing the food with firefighters.

Finance committee will ask council to consider action at next meeting to instruct the Borough Manager to apply for a $25,000.00 block grant after speaking to Ken Pick confirming available money.

Finance committee instructed the Borough Manager to obtain prices for leasing a dump truck until our April 11 meeting. The 1988 dump truck is in need of repairs totaling $10,000.00.

In the absence of Doug Rauch, John Speicher shared the details on combining the debt into the line of credit. The Borough Manager will check the pre-payment penalty amount at M&T bank. There are two other banks interested in giving an offer to refinance our line. We will look at this at the April 11, meeting.

OLD BUSINESS

Borough Manager Albright read the following proclamation for one-way traffic around park for Memorial Day festivities.

One way traffic

One way traffic will be in effect around the Hamburg Park twenty four hours a day on May 27, 28, 29 and 30, 2005.

One way traffic will run:

Westbound – On Franklin Street from North 3rd Street to Park Road

Southbound – On park Road from Franklin St. to Island St.

Eastbound – On Island Street from Park Road to North 3rd Street

Northbound – On Peach Alley from Island Street to Franklin Street

Parking will be prohibited on North 2nd Street between State and Island Streets on May 30, 2005, between 8 a.m. and 10 a.m.

NEW BUSINESS

On the recommendation of the Personnel Committee and Borough Manager, a motion was made by Jeanette Heckman and seconded by Charles Figard to hire Kaitlin Becker as a lifeguard for the summer season at the pool.

On the recommendation of the Finance Committee, a motion was made by Charles Figard and seconded by Tina Yoder authorizing the execution of the contract with "The Outlaws and Crazy Elmer" with the show to take place on Community Day.
