MINUTES OF THE SEPTEMBER 12, 2005 MEETING OF BOROUGH COUNCIL The seventeenth regular meeting of the Hamburg Borough Council for 2005 was held this evening at the Hamburg Municipal Center with President Adam Dries presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer. (Councilman Schlenker questioned if there was going to be any water restrictions since the dam was very low. Manager Albright stated that it is not anticipated at this time.) ROLL CALL: AYES – A. SchlenkerNAYES – None BOROUGH MANAGERS REPORT The Borough Manager’s activities for the month of AUGUST, 2005 included the following: Held staff meetings with supervisors to discuss, provide and receive updates on various projects and issues taking place. Addressed complaints and other correspondence as needed. Met various times during the month with John Leonforte, Code Enforcement Officer, for updates on projects he is working on, primarily North Crescent Avenue and Hamburg Commons, as well as various storm sewer projects and code enforcement issues throughout the borough. Working on a final format in revising policies/rules/regulations for use of park and pool. Have received recommendations from the police to incorporate in this document. Handled issues dealing with the I-78 project. Attended several meetings dealing with police negotiations for 2006. Attended meeting with council, representatives from the school district and the SRO to discuss details regarding the program in its fourth year. Also prepared addendum to the current SRO agreement. Attended a streetscape meeting with representatives of OTF and PennDOT. Spent quite a bit of time researching information and costs relative to health insurance plans for 2006 for both uniformed and non-uniformed employees. Have started the budget process for 2006. Met with supervisors and reviewed expenditures to date and provided information to submit requests for next year. Attended another clinic for the Municipal Services Assessment Project dealing with Personnel Management and Ethical Standards for Local Government Officials at the Albright College Rockland Center. There is one more clinic is this series of self-assessment programs. In addition to the two regular council meetings, attended Recreation Board, Hamburg Municipal Authority, Property committee, Safety Committee, Finance, and Personnel Committee meetings. If anyone has any questions regarding my report, please feel free to ask. Attached with my report are the activities of my staff for the month of AUGUST, 2005. PUBLIC WORKS SUPERINTENDENT’S REPORT AUGUST 2005 The monthly maintenance of the police vehicles were performed. Weeds continue to be cut along the roadways. Also spraying continues to assist in weed control along the gutters and curbs. Due to vandalism, a spring toy at the park had to be repaired. Spent a lot of time preparing the park for Community Days. Repaired the food stand door and the picnic tables. In anticipation of the opening of school, the crew painted the necessary markings, which included the word "school" on the various roadways. Assisted the contractor with the storm drain work on North Crescent Avenue. Seeded the various locations and hauled the old material. Cut the sewer plant field. Cut the flood control dams Spent a good bit of time cleaning the wier at the reservoir. Painted light standards at 4th and State, 3rd and State and 3rd and Pine Streets.
Water/Wastewater Superintendent’s Report August 2005 Water All production for the month has been from wells. The dam is unusable due to the extremely low level. Representatives of Pa DEP visited around the middle of the month to take a look at the dam. We have run well 5 for both distribution system testing and testing of the new backflow meters. The meters seem to be working properly and the fine tuning of the controls at the well has also shown some improvement. The impoundment dam inlet weir has been cleaned. A hydrant and blow off have been installed on Northmont Ave. courtesy of Pa DOT and the I-78 project. Wastewater The rotary drum thickener has been working very well. This has allowed us to clean tanks with virtually no disruption of the plant operations. It has also significantly reduced loading on the primary clarifiers which has in turn, reduced loading on the anaerobic digesters and belt filter press. The general operation of the plant has changed significantly with the closing of Mid Atlantic canners. We are working hard to adapt to and recognize these changes. Respectfully submitted Keith L. Brobst Water/wastewater Superintendent OFFICE MANAGER’S REPORT A number of letters have been sent regarding junk cars and weeds. The trash and recycling bids were prepared. Budget and actual figures were compiled. I spent a lot of time working on workman’s compensation claims as well as the open heart and lung claim. The MMO calculations information was submitted to the actuaries for calculation. The parking fine increase ordinance was completed. Pictures were taken throughout the month at the park regarding vandalism. The Municipal Access Channel and web continue to be updated. The Emergency Operations Plan is in the process of being updated. Assisted with Community Days items. Various correspondence was completed. Completed the curb and paving specs and met with the PA DOT official on two occasions regarding same. Attended two council meetings and staff meetings as necessary. Minutes were prepared for all the meetings.
Building, Zoning and Codes Report August 2005 Six building permits and four zoning permits were issued in July. John Speicher’s office is working on ordinance re: zoning amendments for special exceptions when sign proposals exceed certain zoning requirements. Major projects ongoing or proposed are as follows: The Wrights Building property is slated for public sale September 27th . Occupancy Certificate has been issued for the Liquor Store at the Redners store. Hamburg Commons site work and building construction continues. Rite Aide construction has started. Wetland study of the Dump site at Belmont Ave. is complete ( We have not received plans yet.) Main street Streetscape project is now in the design stage. Survey work is complete for 4th street and State street. Penn Dot 78 construction project is progressing Inspections were completed for residential and light commercial, previously permitted, work in the borough. The storm water work from N 4th St to N Crescent Ave is complete. Bid documents for N. Crescent Ave and N 4th St is being advertised. The Planning Commission has begun to develop a plan for redevelopment in Hamburg with the county. Inspections and reviews continue American hotel regarding the second phase of construction. The restaurant area on 4th St is expected to be open by the end of October. Property Maintenance complaints of rubbish, and Occupancy inspections continue to be addressed. John Leonforte Recreation Director’s Report August 2005 The month started with hot humid weather. The pool is enjoying an increase in attendance. The playground spent the third day of August at Edenburg Park competing with several playgrounds. I am happy to say Hamburg won 2 out of 5 events. We invited our kids to a "Day at the Pool." Jasten Prutzman (our playground supervisor this year) is doing a great job at the playground. Dodge ball seems to be the choice game this year. We are still swimming laps to earn money to defray some of the expenses of the renovations to our pool. We are planning a special summer carnival/swim dance to also raise some funds. The carnival was a success. Many thanks to the members of Rec. Board who volunteered to help us with this event. Also thanks to Tammy Wilkinson. By the third week of August, the pool attendance is starting to slow down as it does each year at this time. The playground will be closing at the end of the 3rd week; and the pool will be on our back to school hours by the end of August. The pool is losing water at a higher rate than ever. It seems like something happened the last week of August. We’re adding water during the summer approximately 2" every other day. By the last week of August we were adding water every day, some days 3". The pool and playground are now closed for the year. We spend a couple of days cleaning and putting equipment away. Overall we had an increase in revenue. As far as expense, I have not received my final report.

Others attending parts of the meeting: M. Painter, R. DelRosario, A. Heffner, L. Guldin. Items discussed: We interviewed L. Guldin, T. Wilkinson, and T, Yoder for Rec. Board. An application was also received from Lori Riegel for Rec Board. Explained fully was the fact that this board is an advisory board, which hopefully help with fundraising for the Park and Pool. A. Heffner resigned from the Rec Board. Personnel recommends that T. Wilkinson, T. Yoder, and L. Riegel be nominated to serve on Rec Board to fill the three vacancies. Executive session was held for a Community Incident. The outcome being that communication skills must be improved on all sides so that misunderstandings do not occur. Personnel recommends the appointment of two Corporal positions in the Police Department with agreed upon conditions and a year probation. The matter of Merit pay remains unresolved. The non-uniformed employees requests for 2006 were reviewed . A change in health provider services was reviewed and a recommendation to switch to the PPO Twin250 at a savings to the Borough. Schlenker NAYES – None NEW BUSINESS On the recommendation of the Borough Manager, a motion was made by Dale Schlenker and seconded by Charles Figard to hire Luella Atwell as a crossing guard for the 2005-2006 school year. Schlenker NAYES – None On the recommendation of the Property Committee, a motion was made by Tina Yoder and seconded by Charles Figard to advertise for Trash and Recycling bids to be effective 1/1/06. Yoder - abstained On the recommendation of the Borough Manager, a motion was made by Charles Figard and seconded by Tammy Wilkinson approving the request for the annual homecoming bonfire at the high school on Thursday, September 22, 2005 from 7 p.m. to approximately 9:30 p.m. (Fire Co. will be present to light, maintain and put out fire). Schlenker NAYES – None On the recommendation of the Personnel Committee, a motion was made by Tammy Wilkinson and seconded by Tina Yoder appointing Richard Leymeister and Robert Mengle as Corporals of the Hamburg Police Department and both to serve a one-year probationary period. Meeting reconvened at 8:05 p.m. A motion was made by Dale Schlenker and seconded by Charles Figard to authorize council execute and enter into a waiver of claim regarding the area at South Crescent Avenue and Fern Alley for the construction of a temporary roadway and once the project is complete PA Dot will remove the roadbed and replace the area to its previous condition.
