PUBLIC HEARING HELD SEPTEMBER 22, 2003

A public hearing was held this evening pertaining to the Northern Berks Joint Comprehensive Plan.

Members Present – Richard Boyd, Roy Heffner, Jeanette Heckman, Charles Figard, Dale Schlenker

Members Absent – Leon Balthaser, Scott Kreider

Also present – Manager Lynda G. Albright, Kim Y. Berger, Recording Secretary/Office Manager

Visitors – Glenn Neuhs from Spotts Stevens and McCoy and Bob Shellhammer from Berks County Planning Commission

Mr. Neuhs presented to the Council maps showing graphic details of the plan, including agricultural preservation, areas of low density residential etc.

A plan was presented showing traffic circulation along the Old 22 corridor and the possibility of coordinating access points. Traffic studies may need to be done at certain locations.

A plan was presented showing a possible trail system that may need to include a regional trail commission whereby funding could possibly be obtained.

Discussion was held regarding improving pedestrian traffic routes.

The goal is to keep Hamburg as the hub and to keep it vital.

There is a possibility there may be changes to the maps after having the other municipalities review it and have their public hearings. Hamburg was the first one to have their hearing.

Adoption of the Northern Berks Comprehensive Plan is tentatively scheduled for October 22, 2003.

The public hearing was adjourned at 7:30 p.m. on motion of Roy Heffner and seconded by Dale Schlenker.
