JANUARY 5, 2004 ORGANIZATIONAL MEETING

At this time Roy C. Del Rosario, Mayor, swore in the following Councilmen: Tina Yoder, Martha Bertolet, Tammy Wilkinson, Adam Dries and Dale Schlenker

The Mayor opened nominations for President. Tina Yoder nominated Adam Dries as President. There were no more nominations.

Nominations were closed.

NAYES – None

The Mayor opened nominations for Vice President. Tina Yoder nominated Tammy Wilkinson as Vice-President. There were no more nominations.

The Manager/Secretary cast the ballot that Adam Dries be named President and Tammy Wilkinson be named as Vice-President.

At this time President called the meeting to order. The meeting opened with the Pledge of Allegiance and a Prayer.

A motion was made by Charles Figard and seconded by Dale Schlenker to add to the agenda – courtesy to audience.

Mr. Arce stated he wanted to congratulate all new council members and wish them good luck.

Garnetta Heckman questioned if Leon Balthaser will be hired as a crossing guard. President Dries stated that it will be brought up later in the meeting.

A motion was made by Dale Schlenker and seconded by Charles Figard to make the following appointments for 2004:

A motion was made by Tammy Wilkinson and seconded by Martha Bertolet to name the following dates for committee meetings in 2004.

STREET COMMITTEE - 1ST MONDAY– 3:30 PM

WATER/SEWER AND PUBLIC RELATIONS COMMITTEE – 4TH MONDAY –7 P.M.

FINANCE COMMITTEE – 2ND MONDAY – 6:30 PM

PROPERTY COMMITTEE – 4TH TUESDAY – 4 P.M.

SAFETY COMMITTEE – 3RD TUESDAY – 3:30 PM

PERSONNEL COMMITTEE – 1ST TUESDAY – 4 P.M.

A motion was made by Charles Figard and seconded by Dale Schlenker establishing the following meeting dates for 2004:

2nd Monday and 4th Monday of each month for Council meeting.

On recommendation of Jeanette Heckman and Borough Manager request a motion was made by Charles Figard and seconded by Martha Bertolet appointing Roy Heffner as a member of the Hamburg Planning Commission term to expire 12/31/05

NAYES – None

On the recommendation of the Borough Manager, a motion was made by Dale Schlenker and seconded by Charles Figard to hire Shirley Zweizig as a crossing guard at the rate of $20 per day or $10 for a half day.

(Councilman Figard questioned if Councilwoman Heckman interviewed this individual. Manager Albright stated that the recommendations for hiring are handled through the police department and then submitted to the Borough Manager for council approval as a formality. )

An Executive session was called at 8:12 p.m. to discuss personnel issues.

Meeting reconvened at 8:42 p.m.

A motion was made by Tina Yoder and seconded by Dale Schlenker to hire Leon Balthaser as a crossing guard at a rate of $20 per day or $10 for a half day.

(Discussion: Richard Boyd stated that the rationale of the last council was the safety of the children that were being crossed at the intersection. There were issues that were brought up with Mr. Balthaser as well as with other crossing guards who were on medication, that the Personnel needed to address before the issue was resolved. Mr. Boyd stated that action on hiring Mr. Balthaser is an action that is not responsible one on the part of the council and is not in the best interest of the children.)

A motion was made by Tammy Wilkinson and seconded by Charles Figard to hire Joyce Clay on a part-time basis as the police clerk and to serve a 3 month probationary period. The rate of pay would be $10.50 per hour.

NAYES – None

A motion was made by Charles Figard and seconded by Dale Schlenker to hire Gene Schappell as a police consultant for a 90 day trial period basis at a rate of $12 per hour, with hours authorized by the Mayor.

There will be no meeting on January 12, 2004.

There being no further business the meeting adjourned on motion of Charles Figard and seconded by Tina Yoder at 8:47 p.m.
