MINUTES FROM THE PUBLIC HEARING OF JUNE 2, 2008 A public hearing was held this evening pertaining to the TIF. Members Present – Tammy Wilkinson, Roger Stetzler, Martha Bertolet, Elaine Swavely, Dale Schlenker, Jeanette Heckman, Heather Berger Members Absent – None Also present – Manager Lynda G. Albright, Kim Y. Berger, Recording Secretary/Office Manager, Solicitor Mike Zubey Visitors – Ed Geubtner, Mullin Lonergan Assc., David Hummel, Berks County Community Development Council President Tammy Wilkinson stated the following: This is a public hearing of the Borough of Hamburg for proposed Grand Street Tax Incremental Financing Project and Tax Incremental Financing Plan. At this time I would like to turn the meeting over to our Solicitor, Mr. Zubey, for the purpose of reading certain items into the record. Solicitor Zubey stated the following: The public hearing, which is being held this evening, is required under the provisions of the Tax Incremental Financing Act, Act 113 of 1990 as amended. The purpose of the public hearing is to give members of the public an opportunity to air their views and state their positions and for members of Borough Council to gauge public opinion. This type of public hearing is a legislative hearing and not a quasi-judicial or administrative hearing. Persons who wish to speak do not have to be placed under oath, although the hearing is being recorded. There is no right to cross-examine witnesses or Borough officials. In accordance with Act 113 of 1990, as amended, this public hearing was advertised pursuant to public notice as required by the Sunshine Act. As a brief summary of the nature of the Grand Street Tax Incremental Finance Project and TIF Plan, the Borough, in cooperation with the local school district and county, wishes to provide financing for the redevelopment of areas in Hamburg, which will generate new development and increase the Borough tax base. We will now take comments from the public. To the extent possible, if you are here as part of a group, please choose a spokesperson. Mr. Geubtner reviewed the TIF program.
