The second meeting of the Hamburg Borough Council for 2010 was held this evening at the Hamburg Municipal Center with President Martha Bertolet presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

Members Present – Martha Bertolet, Roger Stetzler, Dale Schlenker, Jeff Adam, Jeanette Heckman, Douglas Williams

Due to Councilman Schlenker not being sworn in yet, he did not take part in voting on the motions.

A motion was made by Jeanette Heckman and seconded by Roger Stetzler to approve the amended agenda, adding a motion under New Business regarding the 2nd Street Redevelopment.

ENGINEER’S REPORT
January 20, 2010

SEWAGE TREATMENT PLANT ISSUES

The operations within the new wastewater treatment plant continue well. Systems Design Engineering, Inc. is working assisting the Superintendent with operational questions on an as needed basis.

SLUDGE CONTRACT

Bids were received at the November Authority meeting with award to Potty Queen at the December meeting. The contracts have been put together for signature.

WATER STUDY

Systems Design Engineering, Inc. continues to progress with potential water sources to supplement the Hamburg system. Both preliminary wells have been drilled with success. Each well appears to have water potential in excess of 200 gpm.

Application for Payment No. 1 will be presented for Eichelberger, Inc. on the test wells.

Contract Amount $60,406.00

Application No. 1 $41,079.15

Balance $19,326.85

Systems Design Engineering, Inc. recommends that both wells be considered for production wells. Prior to reconstructing the wells, a preliminary test of the water quality is warranted. To complete that it is recommended that each well be video surveyed, preliminary water source quality tested and preparation of the well logs. Cost to complete that work is $2,500 per well for a total of $5,000. Direction to proceed with this phase is requested.

With completion of the preliminary phase and clean results, the following items need to be completed with estimated engineering / hydro-geological cost:

    1. Preparation of technical specifications $ 5,000
    2. Production well construction $ 5,000
    3. Pumping Test Plan $ 4,000
    4. Pumping Test (includes monitoring devices and lab analysis) $15,000
    5. Final Report and Water Quality $14,000

Total hydro-geological, engineering and laboratory costs $48,000

At this time we estimate the cost of reconstructing the wells to be in the range of $50,000 each. SDE cannot estimate the cost of the well house and pumps until we consider the options for treatment, i.e., chlorination and radon removal. Ballpark numbers would be in the range of $50,000 each. Short transmission lines will be required to the water filtration plant or proposed new water tank.

Cost of the entire project bringing a new water source in excess of 500,000 gallons per day onto the system is going to be approximately $400,000.

WATER PRODUCTION

The impoundment dam is full. Water production was mostly from surface water this month.

TILDEN TOWNSHIP

WATER TANK

Systems Design Engineering, Inc. is completing the design of the proposed water tank. The water quality permit for the tank is nearly complete for submission to DEP. SDE is reviewing the design with Authority staff to insure that all process requirements for the filter plant at met. The proposed design can then be submitted for grant applications.

DEVELOPMENT REVIEWS

Systems Design Engineering, Inc. continues to work with the Authority Solicitor, the Commonwealth and their engineers in reviewing the proposed PEMA facility and the water / sewer connections.

YEAR END REPORTS

Both the sewer and water year end reports have been submitted according to trustee requirements.

Two citizens submitted their names for consideration for the vacate borough council position, Hettie Riegel and Heather Berger.

It was agreed to recommend Heather Berger to fill the vacancy on Council. She was the next highest vote getter in the Nov. election.

ROAD COMMITTEE REPORT
1-5-10

Attending were council members Martha Bertolet, Jeanette Heckman, Jeff Adam, Doug Williams and Roger Stetzler. Also in attendance were Lynda Albright-Borough Manager and Rick Pickel.

Items discussed were:

  1. Upcoming street projects and cost. This year’s big project is St. Johns Rd., Geary Dr., and Franklin Ave. and curbing has been completed. Bidding on the job should be done by the end of this month. Most of the money will be spent for this job. Sunset Lane & Moss Alley will be included in the bidding process to overlay or reconstruct. Curbing isn’t needed for Sunset Lane or Moss Alley.
  2. The bids for ADA ramps are ready to go.
  3. A yellow center line for Port Clinton Ave. from Williams Street north to the Borough Line, Williams Street, and Mt. Ave. was discussed. Also a white edge line for each road was mentioned. Rick will check with Berks Traffic Services to get prices for those lines.

SAFETY COMMITTEE MEETING

February 17, 2009

    1. Handicap policy - no word from attorneys.
    2. Handicap parking applications: 444 S. 5th Street - table until Chief Painter can evaluate.
    3. Brian Bubbenmoyer requested the alley be posted with warning regarding children at play or posted for speed limit. Committee decision - not going to post the alley unless there is a child with disabilities warranting signage.
    4. Discussed corporal positions - deferred to full council.
    5. Chief Painter requested funds to establish a proper evidence room. Jeff suggested fire resistant drywall be used. Committee recommends council allocate funds not to exceed $1000 in materials. The borough crew will do the work.
    6. Al Burkavage is retiring. Committee recommends his position be filled.
    7. Chief Painter demonstrated a piece of thermal imaging equipment the police department received as a result of a Homeland Security grant.
    8. Port Clinton Borough Resolution number 01-09 was read. Lynda to review with Michael Zubey.
    9. Chief Painter provided an update regarding several local business being robbed. A suspect has been apprehended.

    1. Handicap application update - 140 N. Street - letters from adjoining property owners not received.
    2. Franklin Street between 3rd and Apple - $330 per cement block * 6 blocks. Sugggest closing the road more permanently using cement blocks. Approved by committee.
    3. Resident requested Loading/Unloading zone in front of 230 S. 4th Street be removed. Kim will contact the owner of Chocolate Mountain to see if the loading zone is still needed.
    4. State Street tic-mark painting - FYI - contractor will contact Rick Pickle a few days before scheduled start to have "No Parking" placards in place.
    5. 4th and Windsor - recommendation was made to make the intersection White Circle/Controlled Intersection - Denied by committee.
    6. Handicap parking map/list - Kim maintains a list and will remove Deibert from the list.
    7. Chief Painter presented an idea to add a kennel area next to the Borough Hall. Discussed care of animals, liability, signage, etc.
    8. Vandalism in park restrooms - Chief Painter suggested signage be displayed outside the restrooms indicating video surveillance is underway.
    9. Chief Painter inquired about a potential staff issue - he was referred to Personnel committee.
    10. Chief Painter suggested the fencing and back porch be removed from 103 State Street to improve the truck turning radius if Schuylkill Street is used later as an alternate truck route - no action taken at this time.

Visitors: Washington Street Residents - Mr. and Mrs. Jeff Wessner

    1. Washington Street residents expressed concern regarding restricted parking on Washington Street.

a. Lynda will ask the road crew to make clearing Washington Street during snow

emergencies a priority after state roads. This should allow residents to return

their cars prior to the "end" of the snow emergency.

b. Lynda will ask the EPA representative if the parking restriction on the north

side of Washington Street can be lifted until Spring.

    1. Handicap sign requests:

a. 224 Washington Street – approved

b. 228 Washington Street – approved

Note: Lynda will inquire with the resident of 226 Washington Street to ask

if handicap spaces back-to-back will be acceptable.

  1. Snow Removal in the business district. OTF will again contract with business for snow removal. The Borough will continue snow removal as it was done in past years.
  1. Chief Painter’s request was deferred to the Personnel Committee.

On the recommendation of the Planning Commission a motion was made by Roger Stetzler and seconded by Doug Williams to accept the plans outlined by John Leonforte addressing improvements to 2nd Street, a pedestrian path, bicycling path, street lighting, benches, trees and grass from the parking lot on the North side of State Street through the Redevelopment area to Grand Street, and necessary property acquisitions to provide for additional parking in the area.
