MINUTES FROM THE SPECIAL MEETING OF BOROUGH COUNCIL ON MAY 29, 2008

There was a special meeting of the Hamburg Borough Council held this evening at the Hamburg Municipal Center with President Tammy Wilkinson presiding. This meeting was an informational meeting in regards to the Elm Street Program.

MEMBERS PRESENT: Tammy Wilkinson, Roger Stetzler, Jeanette Heckman, Martha Bertolet, Dale Schlenker, Elaine Swavely and Heather Berger

MEMBERS ABSENT: None

ALSO PRESENT: Solicitor Zubey, Lynda G. Albright, Borough Manager, Kim Y. Berger, Recording Secretary-Office Manager

VISITORS: Ken Pick, Deena Kershner, Allen Shollenberger, Mark Geiger

Ken Pick handed out copies of the West Reading Elm Street Plan.

Discussion was held regarding the Elm Street Program.

This will be a cooperative effort by the Borough, OTF and the residents of the area that will be affected.

The County will pay the consultant.

The Borough Council has the ultimate decision then the OTF and then the residential advisory committee.

There will have to be a cooperative agreement made between the Borough Council and OTF. The Borough will be the applicant not OTF.

The emphasis of the Elm Street is to get the residents involved. They will have input into what is done in their neighborhood.

The first issue that must be resolved is the boundary of the Elm Street Program. We need to decide what area is going to be done first. There will have to be multiple visioning meetings.

The boundaries will be discussed at the next Planning Commission meeting on June 17, 2008. The first Visioning session will have to be held after July 4, 2008.

There being no further business, the meeting adjourned at 4:30 p.m.
