COUNCIL MINUTES FROM FEBRUARY 22, 2010

The fourth meeting of the Hamburg Borough Council for 2010 was held this evening at the Hamburg Municipal Center with President Martha Bertolet presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

Members Present – Martha Bertolet, Roger Stetzler, Dale Schlenker, Jeff Adam, Jeanette Heckman, Douglas Williams, Heather Berger

Members Absent – None

Also Present –Solicitor Zubey, Solicitor Antanavage, Kim Y. Berger, Office Manager/Recording Secretary, Lynda G. Albright, Borough Manager, Mayor Roy Del Rosario

Visitors –Matt Reichl (Item), Michelle Park (Reading Eagle), Chief Painter, Dennis Schwoyer, Leah Del Rosario, Robert Mengle and Rodger Gehring attended the executive session and then joined the audience.

Public hearing regarding Zoning amendment

A public hearing was held regarding amendments to the Zoning ordinance – this would be Ordinance #775-10.

There was no public comment.

A motion was made by Dale Schlenker and seconded by Roger Stetzler to adjourn the public hearing.

ENGINEER’S REPORT
February 17, 2010

SEWAGE TREATMENT PLANT ISSUES

The operations within the new wastewater treatment plant continue well. Systems Design Engineering, Inc. is working assisting the Superintendent with operational questions on an as needed basis.

WATER STUDY

Systems Design Engineering, Inc. continues to progress with potential water sources to supplement the Hamburg system. Both preliminary wells have been drilled with success. Each well appears to have water potential in excess of 200 gpm.

Application for Payment: None this month

Contract Amount $60,406.00

Application No. 1 $41,079.15

Balance $19,326.85

Systems Design Engineering, Inc. recommends that both wells be considered for production wells. As directed at the January meeting, a preliminary test of the water quality is proceeding. Each well be video surveyed, preliminary water source quality tested and preparation of the well logs. Due to the extreme and inclement weather, minimal work was performed this month.

With completion of the preliminary phase and clean results, the following items need to be completed with estimated engineering / hydro-geological cost:

    1. Preparation of technical specifications $ 5,000
    2. Production well construction $ 5,000
    3. Pumping Test Plan $ 4,000
    4. Pumping Test (includes monitoring devices and lab analysis) $15,000
    5. Final Report and Water Quality $14,000

Total hydro-geological, engineering and laboratory costs $48,000

WATER PRODUCTION

The impoundment dam is full. Water production was mostly from surface water this month.

TILDEN TOWNSHIP

Ron Tirpak called to discuss water supply to Tilden Township with the knowledge of our new test wells. This will be a topic of discussion at the February 20, 2010 work session.

WATER TANK

Systems Design Engineering, Inc. is completing the design of the proposed water tank. The water quality permit for the tank is nearly complete for submission to DEP. SDE is reviewing the design with Authority staff to insure that all process requirements for the filter plant at met. The proposed design can then be submitted for grant applications.

WELL 5 GWR MODIFICATIONS

Systems Design Engineering, Inc. is assisting the Superintendent with design modifications to Well 5 chlorine analyzer changes to meet the Groundwater Rule requirements recently implemented. A new sampling site is needed to demonstrate chlorine residuals and continuous monitoring.

Two citizens submitted their names for consideration for the vacate borough council position, Hettie Riegel and Heather Berger.

It was agreed to recommend Heather Berger to fill the vacancy on Council. She was the next highest vote getter in the Nov. election.
