MINUTES FROM THE JUNE 2, 2008 COUNCIL MEETING

The tenth regular meeting of the Hamburg Borough Council for 2008 was held this evening at the Hamburg Municipal Center with President Tammy Wilkinson presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

Members Present – Tammy Wilkinson, Elaine Swavely, Dale Schlenker, Heather Berger, Jeanette Heckman, Roger Stetzler

Members Absent – Martha Bertolet

Also Present –Solicitor Mike Zubey, Kim Y. Berger, Office Manager/ Recording Secretary, Manager Lynda G. Albright

A motion was made by Dale Schlenker and seconded by Roger Stetzler to approve the amended agenda by adding a recommendation from the Personnel Committee under New Business.

Lori Fritz questioned if the letter that she had submitted to the Manager was given to the Solicitor. Manager Albright stated that Solicitor Zubey received it.

Gary Trabosh stated that the grass/weeds need to be cut at the property that was just purchased by Firetree.

Stan Galczynski would like to know the statues of Firetree. Have any plans been submitted? Manager Albright stated that John Leonforte met with the architect for Firetree and plans have been submitted, however, there have been no permits issued. The plans are being reviewed.

A motion was made by Jeanette Heckman and seconded by Heather Berger to approve the minutes of the May 12, 2008 meeting.

Personnel Committee

Persons present: J. Heckman, M. Bertolet, E. Swavely, D. Schlenker, L, Albright, Deena Kershner, OTF manager

Items discussed:

Pam Pillsbury visited to discuss setting up a workshop for approximately 25-30 people on the topic of community policing. It is a free 2-4 hour program,, light lunch served, to educate people on safety and security.

Corporal position was discussed and agreed to recommend a probationary appointment of one year for Leymeister and Mengle as presented by Chief Painter. All conditions regarding civil service have been met.

A salary schedule for park/pool personnel was presented, discussed and recommended.

Appointment of a Deputy EMC was presented. Two persons are interested and will be interviewed. A discussion of possibly appointing both was discussed.

Deena presented information concerning OTF for future consideration.

PROPERTY COMMITTEE

MAY 13, 2008 - MUNICPAL CENTER – 3 PM

ATTENDING: Lynda Albright, John Leonforte, Martha Bertolet, Elaine Swavely, Jeanette Heckman, Tammy Wilkinson & Dale Schlenker

No further information on the Exide property from EPA.

Mike Kershner will forward costs for a decorative light requested by the residents of 6th St. Court. After ascertaining cost figures a recommendation will be made to council on the placement of a streetlight.

The Senior Center area and the kitchen floors were refinished and are very well accepted by all. The hallway on the first floor will be done May 16th.

The proposed Mural Ordinance has been given to the Planning Commission for review and recommendations.

A proposed Property Transfer fee ordinance has been prepared by our solicitors; it was distributed to attending members to be reviewed at next months Property meeting.

Lynda is in contact with Ken Pick (County Planning), our solicitors, Deena Kershner to have a meeting date with all of council on the direction we play in the tentative Elm St. project.

Lynda will ascertain costs for one, possibly two dumpsters to be placed at the Borough Garage for a proposed Borough clean-up day.

The Property Committee approved the placement of a 40’ trailer, by the OTF 5/21/08, for the approved Kid’s Fest Day.

The Property Committee recommends to Council the approval for St. Johns Lutheran church to close Church St. from Pine to Catherine Sts. for their Peach Festival to be held 8/24/08 from 3-8 PM.

Lynda will investigate increasing fees for zoning hearing fees. It has been a long time since there has been and increase and many of the costs have risen beyond our break-even point.

Chem Seal will do the 4th St. only parking tics on Monday as part of the Streetscape Grant. The Borough will refund the OTF for the costs of painting as per our agreement.

The Lions Club has come forward to repair the posts on the Hamburg Park Band Shell. Thank you. The Property Committee recommends to Council the Borough pay the engineering fee of $1500.00 to our engineering firm, SDE for their preparation of a design for the project and give the design to the Lions Club to utilize.

Attending the meeting were Elaine, Jeanette, Lynda, Heather and Martha.

The Finance Committee directed Lynda to move the money received from the Pa Health Insurance to the Capital Fund.

When pool employees work special events they will be paid for the hours worked plus one extra hour.

$50,000.00 will be applied for through the Community Development Block Grant again this year. If received, the money will be combined with the last grant and be used for storm sewer improvement project.

Kerry Delong questioned why Councilwoman Swavely had to have a private session last Thursday night for the public to meet with her. He questioned why people couldn’t come to the public meeting (Council meeting) to voice their concerns and questioned if any of the other Council members were going to have a separate session.

Councilwoman Swavely stated that she did it so it could be in a more private setting.

There being no further business, the meeting adjourned at 7:15 p.m. on the motion of Roger Stetzler and seconded by Heather Berger.
