MINUTES FROM THE MARCH 22, 2010 COUNCIL MEETING

The sixth meeting of the Hamburg Borough Council for 2010 was held this evening at the Hamburg Municipal Center with President Martha Bertolet presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

Members Present – Martha Bertolet, Roger Stetzler, Dale Schlenker, Jeff Adam, Douglas Williams, Heather Berger

Members Absent –Jeanette Heckman

A motion was made by Roger Stetzler and seconded by Heather Berger to approve the amended agenda.

COURTESY TO AUDIENCE

Lori Aulenbach was present to request some help from Council in regards to her opening a business behind the Hamburg Item building. Ms. Aulenbach feels that the zoning officer keeps putting her off and is not helping her. Councilman Schlenker stated that she should go downstairs to speak to Mr. Leonforte and try to get it straightened out.

A motion was made by Dale Schlenker and seconded by Doug Williams to approve the minutes of the March 8, 2010 meeting.

ENGINEER’S REPORT
March 17, 2010

SEWAGE TREATMENT PLANT ISSUES

The operations within the new wastewater treatment plant continue well. Systems Design Engineering, Inc. is working assisting the Superintendent with operational questions on an as needed basis.

WATER STUDY

Systems Design Engineering, Inc. continues to progress with potential water sources to supplement the Hamburg system. Both preliminary wells have been drilled with success. Each well appears to have water potential in excess of 200 gpm.

Application for Payment:

Contract Amount $60,406.00

Prior Payments $41,079.15

Application No. 2 - Final $14,505.95

Under contracted amount $ 4,820.90

The finished work came in under the contracted amount by $4,820.90 per unit prices in place. Systems Design Engineering, Inc. recommends that both wells be considered for production wells. As directed at the January meeting, a preliminary test of the water quality is proceeding. Each well be video surveyed, preliminary water source quality tested and preparation of the well logs. The well video was scheduled for 3/10/10.

With completion of the preliminary phase and clean results, the following items need to be completed with estimated engineering / hydro-geological cost:

    1. Preparation of technical specifications $ 5,000
    2. Production well construction $ 5,000
    3. Pumping Test Plan $ 4,000
    4. Pumping Test (includes monitoring devices and lab analysis) $15,000
    5. Final Report and Water Quality $14,000

Total hydro-geological, engineering and laboratory costs $48,000

WATER PRODUCTION

The impoundment dam is full. Water production was mostly from surface water this month.

TILDEN TOWNSHIP

Ron Tirpak called to discuss calculating the sewer use fee per direction of the Boards at the joint meeting. SDE will provide information as needed. SDE is also calculating the IFIP reimbursement to the Township. Tilden is providing verification of debt service paid for the final check.

WATER TANK

Systems Design Engineering, Inc. is completing the design of the proposed water tank. The water quality permit for the tank has been submitted to DEP. SDE will begin preparation of H2O grant application.

WELL 5 GWR MODIFICATIONS

Systems Design Engineering, Inc. is assisting the Superintendent with design modifications to Well 5 chlorine analyzer changes to meet the Groundwater Rule requirements recently implemented. A new sampling site is needed to demonstrate chlorine residuals and continuous monitoring.

PROPERTY COMMITTEE
March 9, 2010
MUNICIPAL CENTER – 3PM

ATTENDING: Lynda Albright, Martha Bertolet, Roger Stetzler, John Leonforte & Dale Schlenker

    1. Lynda will contact Wade associates concerning some cracks discovered, in the plaster, on the pool bottom; she will also research the warranty.
    2. Guy Ketch, Rec. Director, Lynda and Dale met concerning immediate unfunded mandates needed to open the pool. Guy was given the "go-ahead" to do only what is needed.
    3. Dave Hummel, Berks County Planning, met with the committee, at an earlier date, to discuss the different options available if the Borough deeds the Municipal parking lot, to the County, located at State and Front. Lynda will speak to our Solicitor and if we get the OK, it will be done.
    4. The pool Life guards will wear red t-shirts/white lettering over their suits and the food stand employees will wear white/red lettering for ease of identification.
    5. A Dog Park Proposal was reviewed and will also be offered to the Northern Berks Recreation Commission for their input.

Whereas, D.A.R.E. is universally viewed as an internationally recognized model of community policing. The United States Department of Justice has identified how D.A.R.E. benefits local communities: D.A.R.E "humanizes" the police: that is, young people can begin to relate to officers as people D.A.R.E permits students to see officers in a helping role, not just an enforcement role D.A.R.E opens lines of communication between law enforcement and youth D.A.R.E. Officers can serve as conduits to provide information beyond drug-related topics opens dialogue between the school, police, and parents to deal with other issues, and
Whereas, our children of the Hamburg Area Middle School 2009 – 2010 D.A.R.E. Class have completed their DARE Training program. It is this training they will take with them into their High School years. They have learned how to recognize Drug and Alcohol Abuse and what to do if they feel a loved one or friend needs intervention. They have been taught to recognize both physical and mental abuse and what resources are available to help someone in need, They have been taught how to deal with peer pressure and ways to say "No"and
Whereas, the Hamburg Area Middle School 2009 – 2010 6th Grade D.A.R.E. Class has designed posters to place in area of the Middle School to teach fellow students about Drug Abuse Resistance Education, and though all of the posters submitted and were exceptional, the officers of the Hamburg Police Department, The Chief of Police and the Office of the Mayor would like to recognize the Top 5 students, and

, Taylor was a senior at Hamburg Area High School, where she was a member of the National Honor Society. Along with her normal school activities, she was the vice president of Student Council; vice president of her sophomore and junior class; and president of Leadership In Student Athletes (LISA). She was a member of the Wilderness and Spanish clubs at school and was in the top 10 of her class academically. She was crowned homecoming queen, and

Whereas, Taylor excelled as an athlete. She was a member of the cross country team for four years, receiving All-County honors for the four years. She was also a district and state qualifier in cross country. She was a member of the girl's varsity basketball team for four years and was named All-Division this year. She was a member of the girl's varsity soccer team for three years. Taylor was also a member of the Reading Rage/Berks Soccer Academy team for seven years. She was captain for six years.

Whereas,
She was a Super Y League ODP (Olympic Development Program) National player. She was also a youth soccer camp trainer. At school, she was also in the Scholar Athlete group, in which she participated in reading to and helping younger students. Taylor was accepted into the physician's assistant program at DeSales University, Center Valley, and was going to be a member of the women's soccer team. Taylor was a member of Frieden's Church, Shartlesville, where she was a member of the youth group. She worked part time as a waitress for the Perry Restaurant., and

Whereas, Taylor N Seitzinger dedicated her life to her family, her school and to her community. It is today, March 19th, 2010 we Remember and Honor her on the one year anniversary of her going home to be with God,and

On the recommendation of the Property Committee, a motion was made by Dale Schlenker and seconded by Roger Stetzler approving the proposal from Barry Isett & Assoc. for the next phase of the Grand Street Extension; billing will be done on an hourly basis. These costs are reimbursable.

An executive session was called at 7:15 p.m. to discuss personnel matters.

Regular meeting reconvened at 8:13 p.m.

A motion was made by Roger Stetzler and seconded by Doug Williams to accept the recommendation of the Mayor, finding that the actions committed by Mr. Gehring as set forth in the March 4, 2010 notice of disciplinary action and as established in the hearing just held constitute terminable offenses and that if Mr. Gehring were still employed by the Borough, we would be terminating him for the conduct established.
