MINUTES FROM THE MAY 26, 2009 COUNCIL MEETING

The tenth meeting of the Hamburg Borough Council for 2009 was held this evening at the Hamburg Municipal Center with President Martha Bertolet presiding. The meeting was opened With Pledge of Allegiance to the Flag and a Prayer.

A motion was made by Jeanette Heckman and seconded by Elaine Swavely to approve the amended agenda.

ENGINEER’S REPORT
May 20, 2009

SEWAGE TREATMENT PLANT ISSUES

The operations within the new wastewater treatment plant continue well. Systems Design Engineering, Inc. is working assisting the Superintendent with operational questions on an as needed basis.

Systems Design Engineering, Inc. is working on the renewal application for the WWTP’s NPDES Permit. Whole Effluent Toxicity Tests are being completed as a requirement of the application process. The application will be submitted toward the middle of June. Signing of the application will be requested at the May meeting.

2008 I/I PROJECT

The 2008 repair project has been awarded to:

Bid Item #1:

Williams Street $26,784.00

Permanent Paving $11,160.00

Bid Item #2:

North Third Street $11,600.00

Permanent Paving $1,800.00

Bid Item #3:

North Forth Street $11,000.00

Permanent Paving $1,980.00

Total Contract Amount Awarded – Bid Items #1 thru #3 $64,324.00

The three items above are complete. Permanent paving has been completed and we are awaiting the final payment and closing documents.

BLOWER CONTROL

Crowder Electric completed the installation of 2 VFD’s for the blowers. We are waiting for information from U.S. Filter to complete the control change needed to tie the blowers into the SCADA and process control system.

WATER STUDY

Systems Design Engineering, Inc. is working with Hydrogeologist Jeff Peffer to review potential water sources to supplement the Hamburg system. Based on the recommendation of two well sites on the Authority property, Systems Design Engineering, Inc. held the sanitary review with DEP prior to filing the pre-drilling plan. DEP approved the two sites to proceed to the pre-drilling plan phase. Systems Design Engineering, Inc. and Jeff Peffer are preparing the plan for each site. The submission of the pre-drilling plan should be completed near the end of the month of May.

The environmental review is complete. Fish and Boat responded with comment on Timber Rattlesnakes, but it has no adverse results.

Systems Design Engineering, Inc. has a budget price of approximately $15,000 to drill 2 test wells. Each well requires another estimated $30,000 to change it to a production well with step and constant rate pump tests. Well pump, well house and site work are not included.

WATER PRODUCTION

The impoundment dam is full. Surface water thorough the filtration plant has been restarted after repairs of the pressure reducing valve. For the month of May to date water has been produced from the ground water sources and surface water.

ADVANCED H2O CAPACITY

Advanced H2O appears to be near ready to start production. Keith Brobst remains in contact with them on requirements of water.

Jim Miller Jr. has contacted Systems Design Engineering, Inc. to determine other water and sewer needs in connection with the remaining property that they intend to develop. Miller Bros. may want to install mains under the proposed new Front Street ramp prior to construction if needed to serve the property.

TILDEN AGREEMENTS

The new sewer rate was reviewed with staff to determine the refund due Tilden Township

WELL LEVEL DATA COLLECTION

The water staff is testing the existing air lines with new pressure regulators and equipment to determine their use for water level logging.

PROPERTY COMMITTEE

MAY 12, 2009

MUNICIPAL CENTER - 3 PM

ATTENDING: Lynda Albright, Martha Bertolet, Jeanette Heckman, Roger Stetzler, Jeff Adam & Dale Schlenker

    1. Lynda was instructed to work with CRI (Cougle’s) and establish a 5 year agreement on disposing of recyclables deliver to CRI by Mascaro. The agreement will be altered as the economy dictates.
    2. Our solicitors, Masano-Bradley have requested 2 Council people be present to represent the Borough with our law suit against Spotts Brothers due to the ongoing problems/installation with the HVAC in the Municipal Center.
    3. The Property Committee recommends to Council the approval of the GHBA to hold their annual sidewalk sale on August 8, 2009; to be as previous years.
    4. Lynda will research the value of the Borough’s property at 5th & Chestnut in anticipation of selling.
    5. Guy Ketch, Rec. Director, assures us the pool will be ready to open 5/23/09.
    6. In the not to distant future, PennDOT will, at their expense, replace the handicap ramps on various street corners in town. The replacements are being done due to ADA requirements.
    7. The Municipal building will have the floors waxed shortly.
    8. The Property Committee recommends the total replacement of the rear door to the Municipal center; the door is sagging and the frame is bent. The cost will be +/- $2000.00.
    9. Terry’s Tree Service has removed a diseased tree near the Arts & Craft Building in the Park. Ricky Pickle and Terry will determine which other trees should be removed for safety reasons.
    10. The final pool grant closeout has been forwarded to the State for approval and our remaining funds. This will happen after the State inspects the work.

  1. EMC – pay for time – update – nothing further at this time
  2. Troy Hatt – Discussed employing him as full-time borough fire inspector – unable to do this a present due to financial constraints
  3. Committees who want Kim Berger in attendance at meeting (in Lynda’s absence should contact her in advance.)
  4. President and V. Pres. of Council will sign checks in Lynda’s absence
  5. Lynda Albright will be on Medical leave for approx. one month.
  6. Recommend hiring Pete Kalabisko as part-time janitor for the Municipal Center and the Library.
  7. Recommend hiring Yvette Salgado as a food stand supervisor at the Swimming Pool for the summer season.
  8. Recommend hiring Kayla Thomas as a food stand/lifeguard employee.
  9. Recommend naming Kim Berger Deputy Right to Know Officer.
  10. Lynda would like to have a copy of Library Policies (Librarian will be notified.)
  11. A study of the joint EMA ordinance and agreement is underway.

On the recommendation of the Property Committee, a motion was made by Dale Schlenker and seconded by Elaine Swavely to grant permission for the Greater Hamburg Business Association to hold their annual Sidewalk Sale on Saturday, August 8, 2009. Same provisions as last year.

On the recommendation of the Safety Committee, a motion was made by Roger Stetzler and seconded by Jeff Adam to grant permission for Hamburg Boy Scout Troop 184 to hold a flag retirement ceremony at St. John’s Church on June 14, 2009 from 9 a.m. to 5 p.m.

A motion was made by Jeanette Heckman and seconded by Jeff Adam to approve payment of invoices totaling $83,099.80.

Mayor Del Rosario questioned if the bill for the patches was going to be added to the list.

President Bertolet questioned if the patches were in the police budget and if the Council could see them.

Mayor Del Rosario stated that the officers had approached him regarding changing the patches for their uniforms. So they went to the school and had the advanced art class have a contest and the officers chose the winner.

Chief Painter stated that the patches would replace the old patches gradually. As new shirts were ordered the new patches would be sewn on.

Councilman Adam stated it might be a good idea to check with Dietrich’s for the sewing of the patches and have them all done at once to avoid any confusion.

President Bertolet asked that the Mayor email all the Council a picture of the proposed patch.

Also the Mayor was requested to check with Creative Embroidery in Virginville for prices.
