MINUTES FROM A SPECIAL MEETING OF BOROUGH COUNCIL ON DEC. 5, 2006 There was a special meeting of the Hamburg Borough Council held this evening at the Hamburg Municipal Center with President Tammy Wilkinson presiding. MEMBERS PRESENT: Tammy Wilkinson, Roger Stetzler, Martha Bertolet and Dale Schlenker MEMBERS ABSENT: Tina Yoder, Elaine Swavely, Roy Heffner ALSO PRESENT: Mayor Roy C. Del Rosario, Solicitor Michael Zubey, Manager Lynda G. Albright, Kim Y. Berger, Recording Secretary-Office Manager VISITORS: Maria Herne (Pottsville Republican), Ron Devlin (Reading Eagle) A motion was made by Dale Schlenker and seconded by Martha Bertolet to approve the agenda, with the addition under Old Business, discussion on the budget. ROLL CALL: AYES – T. Wilkinson, M. Bertolet, D. Schlenker, R. Stetzler, NAYES – None COURTESY TO THE AUDIENCE NOTHING OLD BUSINESS Discussion was held regarding the budget issues that the Borough is facing. One of the major issues facing the borough are expenditures for Vehicle maintenance, utility costs, workman’s compensation costs, health insurance and building maintenance as well as other general operating expenses. Manager Albright stated that there has been a lot of problems with the HVAC system in the municipal center. Also there are roads that need major work as well as some major storm drain work that needs to be completed. There are bridges that also need attention and these costs are in the range of $50,000. Councilman Schlenker stated that we have been band aiding a lot of things that really are in need of major repairs. All the prices are going up for everything and it is becoming increasingly difficult to maintain these items at minimal costs. President Wilkinson stated that we have been running a deficit for the last three years to the tune of almost a ˝ million dollars. Mayor Del Rosario questioned if it was all the vehicles or just certain ones. It was stated that it was all borough vehicles and equipment. Mayor Del Rosario stated that the 1997 police vehicle is shot. NEW BUSINESS On the recommendation of the Personnel Committee, a motion was made by Roger Stetzler and seconded by Martha Bertolet to accept the resignation of Tina Yoder as a member of the Hamburg Borough Council. (President Wilkinson stated that Tina wanted to help the borough and serve, however, her job challenges did not allow her the availability to attend all the meetings required.) ROLL CALL: AYES – T. Wilkinson, M. Bertolet, D. Schlenker, R. Stetzler, NAYES – None An Executive session was called at 7:40 p.m. to discuss personnel issues. Meeting reconvened at 8:10 p.m. A motion was made by Dale Schlenker and seconded by Roger Stetzler to accept the following resolution:
WHEREAS, it is the intent of the Borough Council of the Borough of Hamburg to reduce the number of paid employees of the Police Force in the Borough of Hamburg; and WHEREAS, for reasons of economy and other reasons, Borough Council has deemed it necessary to reduce the number of full-time paid employees of the Hamburg Borough Police Force from seven (7) full-time officers to five (5) full-time officers; and WHEREAS, the Borough Code, 53 P.S. §46190, empowers the
Borough of Hamburg to reduce the number of paid employees of the Police Force
