The Subdivision and Land Development process may seem daunting but with the assistance of your engineer/consultant and the Borough Planning commission, it can be completed with as few bumps in the road as possible. Our complete SALDO ordinance can be found in Chapter 22, Subdivision and Land Development. Below is a quick overview of the main steps of the process. Please refer to the complete ordinance listed above for all details.
Sketch Plan Submission
• Submit 5 Copies of the plan at least 20 days prior to the next regularly scheduled Planning Commission meeting. (3rd Tuesday of each month)
• Review of sketch plan discussed at the Planning Commission meeting.
◦ The Planning Commission will provide comments within 15 days of the meeting.

Preliminary Plan Submission
• Submit the following items at least 20 days prior to the next regularly scheduled Planning Commission meeting. (3rd Tuesday of each month) Appointments are recommended to submit plans to ensure their completeness and prevent any delays in their review.
◦ 3 complete Copies of the application
◦ 7 Sets of plans
◦ 5 Sets of the Subdivision Sewage Disposal Report (If applicable)
◦ 4 Sets of the E&S Plan
◦ Copy of PennDot Preliminary Plan (If applicable)
◦ Copy of preliminary plan submitted to abutting municipality (If applicable)
◦ Payment for the applicable Borough filing fee, see Schedule of Fee's.
◦ Berks County Planning Commission application and filing fee. (The Borough will submit the application and fee to the BCPC)
• The Planning Commission will provide comments within 15 days of the meeting.
• After all plan reviewers are satisfied with the plan, the Planning Commission will recommend Borough Council issue preliminary approval. This will happen within 90 days of the initial Planning Commission meeting.

Final Plan Submission (for approval)
• Submit the following items at least 20 days prior to the next regularly scheduled Planning Commission meeting. (3rd Tuesday of each month) Appointments are recommended to submit plans to ensure their completeness and prevent any delays in their review.
◦ 3 complete Copies of the application
◦ 7 Sets of plans
◦ 2 Copies of all other required information, where applicable.
◦ Borough Filing Fee (if applicable)
• Final plans will be reviewed by the Planning Commission and upon their approval, will be recommended to Borough Council for their approval.
◦ Final plans cannot not be approved and released without an approved security bond in place.

Recording of Final Plans
The developer is responsible for recording the final plans with the Berks County Recorder of Deeds via the Berks County Planning Commission after the plans have been given the final approval by all necessary parties, and have been signed and sealed by the Borough.
